Microsoft SQL Server Error 10060

Question:

I recently formatted my computer and reinstalled the apps. Among them SQL Server 2014. The problem is that I can't connect to the provider's server! I uninstalled the 2014 version and installed the 2012 and the problem persists. Only on my machine does this happen. It's not a problem on the network because I can connect to SQL from my internal server.

Does anyone have any ideas?

An error occurred while establishing a connection to the server. When connecting to SQL Server, this failure can be caused because, under the default settings, SQL Server does not allow remote connections. (Provider: TCP Provider, error: 0 – A connection attempt failed because the connected party did not respond correctly after a period of time, or the established connection failed due to a failed response from the connected host). (Microsoft SQL Server, Error: 10060)
